I think it is Kate mainly since Kate has been the driving force between the wedge between Harry and William. Kate comes from a background where women and men prefer to grow inward rather than outward, and they have the choices to grow outward but prefer not to. Kate spent her entire twenties determinedly ingratiating herself with the dominantly white upper class and it is clear that the British upper class is boring. Kate and others like her often become seriously messed up mainly because they grow inward instead of outward and go about moving up the social ladder in all the wrong ways. Second, Kate prefers to mooch around and be queen of the smaller world of 'turnip toffs' instead of embracing the wider world. Kate made the bad choice to focus on all the wrong things and not WORK HARD at filling in undeveloped areas of her life. She has been tormenting Meg and Harry himself said that the dress drama was caused by Kate. It's not like there isn't proof and now both Lady C. and Tom Bower look like fools and Kate has been relying on victimhood for so long that everyone has lost respect for her. With Harry gone there is no one to pick up a lot of responsibilities and a lot of taxpayers are missing out on meeting a member of a family that is supported by the taxpayer. 

If I were King Charles, I would be flogging Kate on the regular for the fracturing she has caused the BRF and the mess she has caused to his plans for a credibly pared down monarchical structure. Second, the BRF is a family that is only going to survive insofar that they are unified, and Kate has wrecked that too. Harry is spiraling in regard to his mess in the States and has made a mess of his opportunities while his nutjob wife makes things worse. Meanwhile Kate and her family are a mess, with the Midds being publicly outed as freeloading debtors and it is clear that the BRF is not going to protect the Midds or pay the creditors, but it is still a reflective stain. Second, even worse, Kate has led Willaim astray by pulling William from a wider world that has in fact lost patience for WIlliam. Since the death of HME and Prince Philip William's world has shrunk considerably. There is no place for William since he has not developed anything as Duke of Cambridge that can transfer to his new station. Kate has isolated himself from all of that and as a result, he has an even smaller world than before. Charles is likely to be the last British monarch with respectable worldwide connections and even still, King Charles is cut off because of his choice to make Camilla his official consort. William married someone lower than Camilla and as a result, he has lost a chance to accomplish anything that he wants. 

Kate is surely the racist and I am certain that Kate has been doing her best to drive women away from Harry and Meg was the only one tough and unintimidated enough to stick with Harry and stand up for him.
